It’s never going to be simple… but basically it’s showing that that when a beam of light moves from one medium to another, (from Diamond into glass say), the angle it changes direction is proportional to the velocity it can travel through it. I.e the greater the speed change, the greater the change in direction measured against the interface (Angle of Incidence) A difficult concept, as velocity implies direction as well as simple speed, and the formulae only works for media which are isomorphic (Like crystals). The speed of light in a vacuum is constant, but it can change velocity quite dramatically in other media. hope that helps.
