It is more to do with ‘Bandwidth’ than anything else and of course the legalities of downloading software, And it is not always the case that downloads are illegal but that would of course depend entirely upon what you were downloading and how often. With respect to bandwidth and downloads this is actually a double edged sword In a way because not only are some people restricted on download bandwidth they are also restricted on uploads which, can seriously affect anyone that wants to do either. In addition to this I know of many companies that do NOT have upload or download restrictions including a business telephony business I am a reseller off, but it is more to do with lines being LLU and what not, other things to consider is contention ratio’s which again can restrict your speed and limits of downloads and uploads.
