The question should have been more specifically framed. As I can make out: (a) You don’t have a proof of your residence (b) You are residing in the same residence with a person related to you by blood (c) That person has a proof of residence (d) that person is prepared to make a declaration to that effect (e) such a declaration is needed by you for your work with RTA (for registering a vehicle/obtention of a driving licence). First of all check with RTA whether such a declaration is acceptable to them in lieu of proof of residence. If so, ask for a copy of standard draft if any prepared by them. If not ask whether an affidavit duly notarised, would suffice. If so, go to the nearest civil court complex alongwith the Deponent/Declarant and approach any typist in the typing pool in the complex.
