Switzerland only just joined the Schengen agreement, so they can in fact offer a Schengen visa. You can apply for it at the Swiss embassy, however you should apply to the country you are planning on staying the longest in. And if they’re only going to France, well, they should really apply for it at the French embassy. But I don’t see why you can’t try at the Swiss embassy, it sounds a lot easier for your parents. See my source for more Schengen visa information. A majority of countries in Europe are part of the Schengen area. This means you only have to apply for one visa to visit the entire area. Within this zone citizens can travel passport free. The Schengen area includes twenty five states: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, Sweden, The Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia, Cyprus, Romania, Bulgaria – and finally Switzerland.
