Switzerland only just joined the Schengen agreement, so they can in fact offer a Schengen visa. You can apply for it at the Swiss embassy, however you should apply to the country you are planning on staying the longest in. And if they’re only going to France, well, they should really apply for it at the French embassy. But I don’t see why you can’t try at the Swiss embassy, it sounds a lot easier for your parents.
