Not directly. Only the organisations that participate in the Technical Committee or that have liaison status can officially comment on the draft. However, it is possible to view the latest draft by subscribing to http://www.standardsinsaction.org/gismetadata. Comments must then be channeled through the national standards organisation such as BS in the UK, DIN in Germany, etc.
