Keep a copy of all letters and bank statements with the cheques on to show the baliffs. Dont write directly – wait until they come round. I dont think they will come as the council have obviously had your letters, they are just not bothering to reply, the fact they have taken your money is enough of a receipt for the baliffs. They could take the car if they wanted – they have the powers to do anything. If they cant take the car due to lack of keys, they just clamp it until you give in, but I think you are safe as long as you keep to your agreement and send cheques until you are out of debt.
