Can an RTO make their students do more than required core and elective units to complete a Qualification?
The RTO can deliver a course that includes a qualification. This is more likely within an enterprise RTO where the enterprise outcome sought is not a clear fit with a particular qualification. e.g. the Cert IV asks for 21 core units and 4 elective units, the RTO has outlined 25 units the students must do as core and 6 elective units. They can offer the students units over and above those required by the qualifications framework but they cannot make them do them. They must provide a parchment detailing qualification completion once the units as outlined in the qualifications framework in the package have been completed. When they issue the academic transcript they must ensure that they issue a Statement of Attainment for the extra units on a separate academic transcript.
