Can an operating/supporting foundation be an applicant? For example, could a hospital foundation propose a project at its own hospital?

Applicant foundations should not be institutionally affiliated with the project, however a hospital foundation that is supporting a local community nursing project (e.g. a partnership with a local community college to create a fast-track nursing program or a new masters nursing leadership program benefited nurses in the community-at-large and not specifically for the affiliated hospital) would be eligible. A stronger fit to the PIN goals would be developing partnerships/collaborations with local private, community or family foundations or grantmaking 501(c)3s. Other eligible supporting foundations could be a foundation supporting a public university proposing a collaborative program with several local hospitals.
