No. There are no exceptions to TEC §29.087. According to TEC §7.056(e)(3)(H), a school campus or district may not receive an exemption or waiver under this section from a requirement, restriction, or prohibition relating to at-risk programs under Subchapter C, Chapter 29 which includes §29.087 High School Equivalency Programs.
