Absolutely not. The only way to get PR in Australia is to qualify for, apply for and be granted a permanent visa and permanent visas are never granted immediately to anyone. International students are subject to the same visa processing priorities as everyone else and the time taken to grant their permanent visa will depend on their occupation and the specific visa for which they have applied. If they meet all requirements including having at least 1 year of experience and if their occupation is on the Critical Skills List (CSL) and if they have applied to have their skills assessed by the relevant assessing authority for their nominated occupation (a lot of ifs there!), they can lodge a permanent visa application and it should be granted within 6 months or so.
