Tier 1 counties are the first 14 counties along the Texas coast (Aransas, Brazoria, Calhoun, Cameron, Chambers, Galveston, Jefferson, Kenedy, Kleberg, Matagorda, Nueces, Refugio, San Patricio, and Willacy). Coverage for windstorm, hurricane and hail is available with the Texas Windstorm Insurance Association (TWIA) in Tier 1 counties and may be obtained through any licensed Texas agent. An application for wind and hail coverage through TWIA must be submitted by a licensed property and casualty agent.
