No. NSERC will not accept applications from an institution until it has formally declared that it is an eligible institution. Exception will be made for applicants to the three College and Community Innovation Program competitions in 2008. NSERC will accept Letters of Intent from institutions that previously submitted a complete eligibility request, but NSERC reserves the right to withdraw applications from the competition in cases where the institutional eligibility is not progressing and/or is not confirmed before the final funding decisions are made.
