Yes. Institutions do not have to bid the minimum, however, bidding less than the minimum means hosting would not be guaranteed. For Soccer – If the top 10 seeds bid at least $4,000 for the opening round and meet all hosting requirements, they will host an opening round game. For Volleyball – If the 13-20 seeds bid at least $4,000 for the opening round and meet all hosting requirements, they will host an opening round match. If an institution bids less than $4,000 there is still a chance they can host. It all depends on how many teams bid the minimum.
