Yes. A licensed institution can create a master of the work in one of the five accessible formats. It has to be created for the purpose of assisting persons with a print disability. The institution does not need to check commercial availability requirements (explained in Question 4) when creating a master but must do so when a subsequent copy or communication is made from the Master. Additionally the Master has to be reported to CAL within three months.
