Installations that choose to certify only a portion of their installation (e.g., the Department of Public Works) but have developed the installation EMS that is inclusive of all other activities and organizations on the installation will likely be conformant with Army EMS policy. However, installations that have made no efforts to include the entire installation into the installation-wide EMS will not be conformant with Army EMS policy.
