School districts are free to determine whether or not to hold separate eligibility meetings before the IEP meetings or to combine the two steps in one. Appendix C to 34 C.F.R. Part 300, Question 8. Often schools will provide drafts of IEPs at a combined meeting, allow the parents to take the draft home for review, and convene a second meeting at a later date.
