Yes, A salvage yard can sell cars. After a certain period of time (which varies from state to state), a salvage yard has a public auction of said vehicles. They must be publicly advertised, but as you can imagine, they usually advertise state minimum, as for they buy as many as they can for themselves for as cheap as possible. For the record this comes from Indiana, I am sure it varies everywhere.
