What happens when, during an ST/TOE evaluation, a problem is discovered with a validated PP?

Yes, but this would technically be a new evaluation (or, more properly, a re-evaluation with a total reuse of the original results) because there is a change to the conformance claim. (Maintenance, by contrast, keeps the same conformance claim, as can be seen on the VPL).
