Federal employees may enroll in the FEHB Program when health insurance coverage through their spouse’s non-Federal employment is lost. 5 CFR 890.301(i) allows employees to enroll from 31 days before to 60 days following the loss of coverage under a non-federal health plan. There may be Federal employees who are displaced outside of the immediate affected area or relocated to other states who may wish to enroll in the FEHB Program. DoD employees encountering this situation should contact their servicing Human Resource office for assistance. OPM has encouraged agencies to exercise flexibility in making determinations concerning such loss of other coverage. DoD component human resource specialists should contact the Field Advisory Services, Benefits and Entitlements branch for guidance and assistance in these situations.
