Can an eligible scholarship be offered on the basis of ethnicity?
One of the requirements to be an eligible scholarship is that the scholarship is awarded on merit or for reasons of equity. Awarding a scholarship on the basis of race or ethnicity is not awarding on merit. However, a scholarship may be awarded for reasons of equity because of special needs. These special needs may be associated with race or ethnicity, depending on the particular education being promoted. To be an eligible scholarship, it would also need to meet the other requirements.
