Local education agencies (LEAs) are the only eligible applicants. If an applicant is unsure of its status as a LEA, they should check with their State Education Agency (SEA) to determine if education service agencies qualify as LEAs in their particular state. Consortium projects are allowable; however, the legal applicant must be a LEA.
