Yes. Associations, foundations or other non-profit-making organizations are eligible for the VIE insofar as their action is predominately “economic” (associations developing export, chambers of commerce and industry, professional federations). Local or regional authorities (regional or general councils) may also send VIE abroad for the same reasons.
