Can an application be submitted with two co-PIs rather than a single PI?
No. The rule is that one individual must be the responsible individual for purposes of project management interactions with the funding agency (AHRQ in this case). For management purposes internal to the project or the institution(s) involved, you can certainly have co-PIs. But one of those individuals must be named as the PI with primary responsibility to the Federal Government.
