The bidder must cover all program areas in their proposal – Adult Basic Education, English as a Second Language, and Adult Secondary Education. However, the approved contractor may subcontract from a list of OVAE approved assessments. Only one approved assessment tool can be used statewide for each instructional program – ABE, ESL, and ASE.
