Can an agency give bonuses in lieu of pay increases?
No, it is expected that agencies, e.g. Army Intelligence, DIA, NGA, etc., will provide salary increases to all employees with the following exceptions: a) the employee does not achieve a performance rating of at least “successful;” (In this case, the employee receives neither a performance-based pay increase or a bonus.) b) the employee is at, or above, the top of the pay band. Bonuses are intended to be supplemental awards for exemplary employees, not take the place of salary increases.
