Can an agency change the timing of the procurement process, the evaluation criteria, or the process itself at any stage during the procurement process?
Agencies are permitted to make whatever changes to the procurement process or evaluation criteria that they deem necessary as long as the changes are made sufficiently before the tender closing time to enable suppliers to respond or to amend tenders if required. Any changes to the notification or request documentation must allow sufficient time for tenderers to modify or relodge submissions if need be.
