Can an account be placed under another persons name if a delinquent customer resides at the same location?
A utility could deny service based on the IUB “benefit of service” rule. This rule was recently revised to apply only in the case of a spouse or the “classic roommate situation,” which is described by the IUB as “where two or more customers move in together, place utility service in the name of only one occupant, intentionally do not pay the utility bill, and then attempt to remain living at the residence and continue utility service by switching the account to another roommate.” If someone like a parent, for example, wishes to put the account in their name then the utility must switch the account to that person.
