Yes. The evaluator must be identified upfront in the proposal and their evaluation experience must be clearly described. The proposal must demonstrate how the evaluation will be conducted seamlessly between the two entities and how information will be used to improve the program on an ongoing basis. Due to their relationship with this initiative, AED and Johns Hopkins University centers or faculty cannot be used as an evaluator to your program.
