If the siblings are juveniles and the parents retain their custodial rights to them then with a court order or a criminal tresspass warning yes they can prevent the 18 year old from having contact with the juveniles. If they file a CTW on the 18 year old then any property that the parents have control of and that is named in the CTW the 18 year old is not allowed access to. If the 18 year old is not allowed on the property by law and the juveniles are in the house then the parents have legally restricted contact, but without a restraining order or protective order the parents can not prevent the 18 year old from having contact with the juveniles in public places unless they remove the juveniles from those public places.
