Can all “temporary employees” apply for vacancies advertised as open only to APS staff?

A. Only persons appointed or engaged under the Public Service Act 1922 are eligible to apply for vacancies in the Gazette which are advertised as open only to APS staff, provided that the vacancy is an ongoing one and not a temporary transfer. Staff on assignment from employment agencies are not employed under the Act and so are only eligible to apply for vacancies which are open to all Australians.
