Unfortunately, no. Certain criteria apply. For example, for most programs you must be below 150% of the Federal Poverty Income Guideline and you must be in “payment troubled”. While, for the most part, these programs presently have openings, the numbers are not unlimited. That’s why it is strongly suggestd that all interested low-income utility customers with payments difficulties apply now.
