Can Alcohol be detected in hair follicle testing?

The actual is yes. It has been tested and proven to work in Europe and has come to the United States. It was recently used on my ex-sister-in-law and proved that she had been drinking (we all know that she had been drinking). It takes a little bit longer than a drug test but it does work and can go back up to a year, depending on how much hair was submitted (1 cm per month). Unfortunately, since it has only been used in the United States for the past 5 months (July 2008), it has not been submitted in any Court case that could make it difficult to uphold the evidence so far. This will likely change soon.
