The Government’s decision to establish Comcover states that all Australian Government agencies in the general government sector are required to participate in the Fund. However, the Government’s decision also provides for the Minister for Finance and Deregulation to consider submissions from Portfolio Ministers where there are compelling reasons for an exemption.
