Yes, agencies can contract with SOAH for it to conduct mediations in matters that already may be or will ultimately end up — if not resolved — in county or district court. They can also request that SOAH mediate disputes that are not expected to rise to the level of a court case. These are handled in generally the same way as mediated settlement conferences.
