No, it is not a good idea to put Africans with angelfish. The angels are a slow moving, easy target for any kind of aggression from the Africans. Angels are South American and have different needs than the Africans. The Africans are a robust, busy fish that would not only stress the angels highly, they would pick at their long fins and feelers, eventually killing them. Tiger barbs are fast moving fish that would not be in danger from the cichlids as long as they stayed in the upper levels of the tank where the cichlids do not typically spend much time. If you have a large tank with lots of room at the top, I see no problems with mixing the tigers with the Africans.
