Can a Weldon fuel pump and regulator be used for alcohol fuel?

Yes, All Weldon Racing Pumps and regulators are compatible with alcohol the only exception is the 600-A. The 600-A is an in-line fuel pump (fuel flows through the motor) which makes it not compatible with alcohol fuel.
