If you are asking: “Can I have a webcam on one computer and view it on another computer in another room. The two computers are connected by a local network and I don’t want to use skype (say) because the images will have to travel out of the house network and then come back again” Then… yes you can a simple way would be to VNC from one computer to the next. This would allow you to control the first computer (with the webcam) as though you were in front of it. But you would be in front of the second computer.
