There is not any way that I am aware of the stop feather growth. However there are some methonds of preventing night frights. Get her a small sleeping cage and put it in a room where she is not going to see a lot of shadows from outside or hear a lot of noise as these are things that tend to trigger night frights. Also provide her with a night light. If she wakes up and can see what is around her she is much less likely to thrash around. It also sounds like she has developed the habit of feather plucking possible due to strees or constantly having these feathers pulled by the vet so she is use to them being pulled out so is beginning to do it herself. There are avain approved sprays that you can put on her feathers simialr to bitter apple which can be used to discourage this behavior. Just make sure anything you get is approved for use with birds. As far as her weak feathers make sure she is getting plenty of calcium in her diet as that can contribute to the problem. Edit: sounds like
