No. After the solicitation closes and/or an award is made, no changes can be made. This is due to the fact that vendors can have multiple pieces of equipment in different regions within the country, and solicitations close at different times throughout the country. If there is a legitimate error that needs to be corrected, the vendor needs to contact their Contracting Officer to work to resolve the issue. While equipment attributes such as the VIN may be changed by the Contracting Officer after agreement award (upon receipt of a written request for the change from the vendor), the equipment rate cannot be changed outside of the solicitation period.
