Can a vassal be seized before she can attack?

If your vassals haven’t built a garrison yet, they can’t be attacked, but if you’ve built a garrison and elected to go in to war mode by clicking ‘gather armies’ – you can be! Once you are in war mode, any of your vassals might be seized if you haven’t built up your defenses to protect them.
