Can a user (not an administrator) review previously pulled reports?

Yes. The user simply logs on to www.creditsystem.com/admin just as an administrator would. They are able to view any report that individual user has pulled within the past 90 days. An administrator would be able to review all users’ reports that are set up in the same group.
