No, A UK learner driver can’t drive on ANY road in the Republic of Ireland. You need a FULL licence from another country or an IRISH learner permit (new name for a provisional licence) to drive supervised. This would apply whether you were accompanied or not. This even applies over the North/South divide. I have an Irish Learner Permit for a motorbike, but because it isn’t a full licence, I can’t cross the border with the North (I even have to get the bus to Derry) or I’d be prosecuted in the Northern Irish courts. The same works the other way round too.
