Can A Text Box On A Chart Be Locked To An X-Y Coordinate Location On The Chart?

I would like a text box to remain at a particlar location on a chart in terms of the scale of the chart. So, if new data causes the X-axis or Y-axis to rescale, the text box remains at the same X-Y coordinate. This does not seem to be the default behavior, and i cannot find a way to accomplish it. Please let me know if there is a way. Much thanks!
