Can a surface owner prevent CDPHE from entering his/her property for a consultation?

May 26, 2009: If the surface owner does not want the CDPHE to enter their property the CDPHE will honor that request. However, if information that would be obtainable by viewing conditions on the property cannot be obtained, this situation may affect the CDPHE s recommendation.
