No. Paragraph 8.64 of the CPGs states that agency mishandling does not include mishandling by a courier or mail service provider engaged by the potential supplier to deliver a submission. It is the responsibility of every potential supplier to ensure that its submission is dispatched in sufficient time and by reliable means for the delivery of the submission by the deadline.
