Can a student resubmit an assignment?

In the Assignments tool, the maintainer can set the number of resubmissions allowed (from 0 to 10), but only the first submission will go via Turnitin, if that option is selected. That is, although re-submission can be enabled in WebLearn, any re-submitted assignments will NOT be sent to Turnitin.
