Can a student new to Irving ISD enroll directly at UBCL?

No. UBCL is a referral only campus. A student new to Irving ISD will need to start the enrollment process at their home high school. (They may or may not actually enroll.) If their application is accepted as outlined in question number one, the student would then be allowed to enroll at UBCL.
