A strong GPA can point to your ability to perform well academically, however the whole application is evaluated, so we do not trade off GMAT with GPA or vice versa.

Yes, unless the GMAT score is very low (and note that both the verbal and the quantitative GMAT scores are considered; there should be a balance here).
