Can a social worker or income maintenance worker split their time between programs with CSE?
A. No. Under Federal Regulations ยง 303.20 Minimum Organizational and Staffing Requirements, it states that (e) “no functions under the state plan may be delegated by the IV-D agency if such functions are to be performed by caseworkers who are also performing the assistance payments or social services functions under title IV-A or XX of the Act.” Therefore, a caseworker such as an income maintenance worker or a CSE agent cannot do both Work First and IV-D work.
