Yes, but only one EW point at a time. For example, if an opposing scout were using 13 points for blanket protection (providing a bonus of -3), disrupting 1 point will not reduce the bonus to -2, but will instead drop the 13 EW to 12 EW, which divided by 4 is still a bonus of -3.
